Scientist in the field of agricultural land reclamation and history of natural science, doctor of agricultural sciences, professor, honored worker of agriculture of Ukraine, honored worker of science and technology of AR Crimea, member of the National Union of Journalists of Ukraine.

He was born on June 3, 1960 in the village of Dernivka, Kyiv region. Graduated from the Faculty of Agronomy of the Voroshilovgrad Agricultural Institute (now Luhansk National Agrarian University) (1982) and with honors from the history faculty of the Pereyaslav-Khmelnytsky State Pedagogical University named after Hryhoriy Skovoroda (2010).

Since 1982, he has worked as an agrochemist at the Panfilsk research station for swamp development. After completing postgraduate studies at the Institute of Agriculture of the National Academy of Sciences of the Russian Academy of Sciences. (1988) - a junior, and then a researcher at the laboratory of soil protection against erosion. Since 1993, he headed the sector of international relations and training of scientific personnel, and since 1998 – head of the department of information and advisory support of the APV of the Kyiv region.

Since November 2000, he has been the director of the Central (since October 2003, the State, and since December 2012, the National) Scientific Agricultural Library of the National Academy of Sciences of the Russian Academy of Sciences, as well as the organizer of its creation in April 2001 and head of the Institute of History of Agrarian Science, Education and Technology.

Chairman of the specialized scientist of the specialized scientific council D 26.373.01 in the NNSGB of the National Academy of Sciences for the defense of dissertations for obtaining the scientific degree of doctor and candidate of historical sciences in the specialty 07.00.07 – history of science and technology (historical sciences).

In 1992, he defended his candidate's thesis at the Ukrainian Agricultural Academy on the topic: "Productivity of leguminous-cereal grass mixtures depending on irrigation and mineral nutrition during structural reclamation of shallow peatlands of the Forest Steppe of Ukraine", in 2003 at Debrecen University (Republic of Hungary) – doctoral dissertation on the topic "Use of traditional and new agrotechnical means and stimulants to increase the productivity of agricultural crops and reduce contamination of their crops with radioactive cesium", in 2010 at the Institute of Hydraulic Engineering and Land Reclamation of the National Academy of Sciences – doctoral dissertation on the topic "Scientific principles of nature conservation adaptive landscape agriculture of reclaimed lands in the basins of small rivers of the Forest Steppe of Ukraine".

Founded a new direction and own school in domestic natural science – study of the history of agricultural science, education and technology. Under the scientific supervision of the scientist, 51 dissertations were defended: for obtaining the scientific degree of Doctor of Historical Sciences - 1, Candidate of Historical Sciences - 35, Candidate of Agricultural Sciences - 14 and Candidate of Biological Sciences - 1. The scientific output is about 1200 scientific publications, including monographs, textbooks , manuals, collections of documents, bio-bibliographic indexes.

The main areas of scientific library activity are the development of a network of agricultural libraries of Ukraine, the creation of a modern system of information and bibliographic support for agricultural science and production. Co-author of projects for the development of the NNSGB of the National Academy of Sciences of Ukraine and agricultural libraries of Ukraine and the development of information and library affairs in the country. Vice-president of the Association of Libraries of Ukraine (2001 – to date), member of the International Technological and Managerial Academy in Novi Sad (Serbia, 2013), initiator and member of the Interdepartmental Coordination Council for Libraries and Library Affairs (2014).</ p>

Awarded with certificates of honor of the Cabinet of Ministers of Ukraine (2002, 2014) and the Verkhovna Rada of Ukraine (2002, 2005), a silver medal of the VDNG of the Ukrainian SSR (1990), a medal of the Verkhovna Rada of Ukraine "Ten years of independence" ; (2003), the gold medal of the Center of Agrarian Sciences of the University of Debrecen (2014), the Honorable Mention of the Ukrainian Academy of Sciences (2007), the Academy of Sciences of Higher Education of Ukraine "20 years of the Academy of Higher Education" (2012), awards: O. Boychenko (1990), named after Ostrovsky (1991), NAS of Ukraine for young scientists (1995), UAAS – "For outstanding achievements in agricultural science (2001), AR Crimea (2006), named after M.S. Hrushevsky National Academy of Sciences of Ukraine (2009), named after V. Ya. Yur’eva National Academy of Sciences of Ukraine (2014); medal "Twenty years of independence of Ukraine" (2011), with the order "For Merit in Agriculture" (Republic of France, 2010) and the Order of Honor (Russian Federation, 2012), "For Merit" III century (2009), "For Merit" II century (2015) and others.
